County commissioners should not be appointed by GOSS president

If commissioners are to be appointed, why is it the president of the Southern Sudan to appoint them but not Governors? This is a fusion of powers and therefore is wrong. There has to be clear duties and responsibilities of the president of South Sudan, Governors of states, and county commissioners respectively. This means that if the president has a duty and responsibility of appointing governors, then governors have duties and responsibilities of appointing commissioners, and commissioners as well have duties and responsibilities of appointing payam administrators and so on. This is at least a better way, but still the whole idea of appointment is ineffective. Citizens should be encouraged to practice and excercise their rights by being allowed to vote for their representatives. This will bridge the gap between government and citizens and result in speedy prosperity of democratization of our societies. I urge every level of governments in Southern Sudan to be mindful of how important, effective and healthy it is for both the government and citizens to interact in building free, just and fair South Sudan. Therefore, governments of Southern Sudan, states, counties and so on can’t be burden on South Sudanese citizens again by depriving the rights of citizens as did the oppressional government in the north. They should encourage and allow full participation of citizens.

If counties commissioners are appointing by the president then citizens will not go a long with them. Citizens have right to vote and select aperson who they like to lead them because we all need change happening in our country. It was in 1994 when the system of commissioners started but that was in a wrong way although some regions enjoyed working a long with their governers and commissioners, it was not the same in southern Sudan as others were not cooperating with citizens. commissioners were having a lot of powers and this brought toughest disagreement between areas commanders and commissioners. I term as a collided made by higher authorities ignoring our own citizens. In the past commissioners start looting our citizens and forget to helping building schools, hospitals and alot more for communities to see innovation happening. We are not going to tolerate forcing on our citizens what the do not want but do what is right for them. We need current leadership to have correlation with the past one, a leader has to hear from people he/ she lead and we will see a real change happening in southern Sudan.
